Rule 9.5 of the NCAA Softball Rule Book states that interference is when a defensive player places himself in a runner's path and prevents that player from safely reaching that base.
"Interference occurs when a defensive player, not in possession of the ball or in the process of fielding a batted ball, obstructs the batter's attempt to contact a pitch or impedes the progress of a runner legally running on a live ball. This may be intentional or unintentional."
